Payments to and from sterling accounts whether they are onshore or offshore (i.e. Jersey/Isle of Man/Gibraltar etc) should be made through the "Make a payment or transfer" section within Online Banking. These payments are not classed as international payments.
If a payment is going to another onshore or offshore account and is not being sent in sterling, you will need to use the 'International payments' section.
